I heard more of the narrative, and yes, she really plays the whole thing straight. I didn't figure it out until someone explained it to me - so it was a funny experience, as she talked about the children, etc, I was ready for (like you) some congressional-style bad news - human rights violations, etc., but it just doesn't happen, and you get the sense that what she's describing isn't of great substance, yet it's all very serious. And she does a play-by-play, so she never steps back and talks about the themes or story line, it's just the shot-by-shot description.
